New Ramp Meters On US 60 To Be Activated Monday

On March 3rd, the Arizona Dept. of Transportation will activate new ramp meters along US 60 in East Mesa, providing drivers with a safer & more efficient way to get to work.

The ramp meters are located on every entrance ramp between Gilbert Rd. & Crismon Rd. on US 60. The meters on the westbound entrance ramps will be activated during the morning commute, starting at 5:30 am until 9 am. The eastbound entrance ramp meters will be activated during the evening commute, from 3 - 7 pm. Each entrance ramp has 2 meters, to better regulate traffic flow onto the freeway.

Ramp meters are an important safety feature on Valley freeways. The meters regulate space between cars & allow drivers to merge easier onto the freeway. This prevents congestion in the right lanes, along with preventing some crashes. Drivers experience better traffic flow when entering the freeway & can safely merge with the help of ramp meters. The ramp meters are part of a 2-year ADOT project to widen US 60 between Val Vista Drive & Crismon Rd. During that time, existing ramp meters were turned off & additional ramp meters were installed between Gilbert & Crismon.

Arizona Department of Environmental Quality Director Steve Owens announced that the ADEQ's awarding a $50,000 Brownfields grant to the City of Surprise in Maricopa County to perform an environmental site assessment of an abandoned farm maintenance yard that the city now owns.

The site, located at 11401 N. 136th Ave. in Surprise, will be examined to determine whether it has been contaminated by previous farming activities & storage of machinery. The environmental assessment also will assist the City in identifying & ensuring that contaminants of concern like lead & diesel fuel are not in the groundwater recharge area. The ADEQ Brownfields Program will serve as project manager on behalf of the city.

"This is an important first step toward putting this property into productive use for the benefit of the community," Director Owens said."After the assessment has been completed, the city will then be able to move forward in developing this much needed recharge area to help ensure an adequate future supply of stored potable water for its citizens."

A brownfield is an abandoned or under-used property with an active redevelopment potential that suffers from known or perceived environmental contamination.

Eastern Arizona Firefighters Get Needed Grant Money

Emergency crews in rural Eastern Arizona will be able to tap into a critical information source thanks to a federal grant. The Federal Emergency Management Agency (FEMA) notified the White Mountain Apache Fire and Rescue Dept. it will receive $171,000 through the Assistance to Firefighters Grant (AFG) Program this month. The department will use the money to join the computer aided dispatch (CAD) system already in use in the area. The CAD system transmits critical maps and information to laptops installed in the emergency vehicles. By getting the White Mountain Apache linked to the towns of Show Low, Pinetop, & Lakeside this will give all residents more protection.

The department will have to come up with $9,000 to complete the project which includes hardware, software & 15 laptop computers for the emergency vehicles. Nationally, the AFG awards, which are distributed in phases, will ultimately provide about $490 million to fire departments & nonaffiliated emergency medical service organizations throughout the country.

AFG awards aim to enhance response capabilities & to more effectively protect the health & safety of the public with respect to fire & other hazards. The grants enable local fire departments & emergency medical services organizations to purchase or receive training, conduct first responder health & safety programs, & buy equipment & response vehicles.

Robert Coury Arrested For Sexual Assault And Kidnapping

On the evening of Tuesday, Feb. 19th, Pinal County Sheriff's Office deputies arrested Robert Coury, 23, of Eloy, on a $100,000 county felony warrant. Coury was booked into the Pinal County Jail on 5 Class 2 felony counts of sexual assault & 1 Class 2 felony count of kidnapping. The warrant stemmed from an incident early morning Monday, Feb. 18th, when the female victim, 19, was found running unclothed down Highway 287 at about 6 am in temperatures of approx. 40 degrees outside.

The victim, a friend of a mutual friend of Coury, was in a car with Coury thinking the 2 were driving to the convenience store. But Coury kept driving to a spot in the desert, where he subsequently raped her. The victim was able to escape & ran for nearly 1 mile, hiding in irrigation ditches because she was afraid the suspect would return, before a Corrections Corporation of America detention officer on his way to work spotted her on side of the road crying for help. As a result, a warrant was issued & Coury was arrested Tuesday evening, Feb. 19th, & booked into Pinal County Jail after admitting involvement to PCSO detectives.

The case is now awaiting charge review by the Pinal County Attorney's Office.

Off-Highway Vehicle Route Comment Period For Proposed Work North Of Phoenix

The Bureau of Land Management Phoenix District, Hassayampa Field Office is continuing to evaluate proposed Off-Highway Vehicle (OHV) Routes on public lands north of Phoenix. Public lands involved in this effort include the Black Canyon Corridor west of I-17, the Lake Pleasant & Hieroglyphic Mountains areas north of SR 74, & the Wickenburg Mountains east of Highway 93 & north of SR 74. The ultimate goal of this evaluation & designation process is to create a managed network of roads & trails within the field office that will be available to a variety of users while limiting impacts to the resources.

Initial public scoping began in 2007 & several meetings were held to afford interested agencies, organizations & individuals the opportunity to participate in the process & provide input to the route designation process. Comments received at these meetings have been used to produce preliminary route designation alternative maps which are now being made available to the public for review.

Three maps have been created to provide a range of preliminary alternatives for consideration. The Proposed Route Alternative map seeks to create a management network of routes available to a variety of users while limiting potential impacts to lands & resources. The Alternative 1 map provides less OHV access due to dust management concerns, resource & land ownership issues, & other factors. The Existing Routes Alternative map reflects the current status of OHV routes & travel management.

The maps will be available for public review on the Arizona BLM website at:
blm.gov/az. These maps & more detailed versions will also be available to the public at the BLM Phoenix District office.

The route evaluation process is being conducted with cost share funding from Arizona State Parks through the State OHV Fund. A formal environmental analysis, written in conjunction with the development of a Travel Management Plan (TMP), will occur in late 2008 or early 2009 upon approval of the Bradshaw-Harquahala Resource Management Plan. The TMP will designate OHV routes as open, closed or restricted for motorized travel & will also designate some non-motorized routes for hiking, biking & horseback riding.

Public comments on the preliminary route alternatives will be accepted until Sept. 30th, 2008. Written comments may be provided by mail, e-mail or fax at the addresses or phone numbers listed below. Tom Bickauskas, Transportation & Access Planning Coordinator, may be contacted at (623) 580-5502 for more information. The BLM Hassayampa Field Office thanks you for your continued support & participation during this process.

Florence Residents Advised To Clean Yards

With all the rain & sunny days lately in Florence, the biggest item to bloom, is weeds. When weeds mature & begin to dry-out they pose an extreme fire danger to you & your neighbors. The overgrowth of weeds also contributes to unsanitary & safety issues concerning rodents, reptiles, & possibly disease. Also, poorly maintained properties have a negative affect on property values in the neighborhood.

It's also a violation of Town Code to allow weeds, grass, or uncultivated plant growth, over 6 inches in height on your property. This is a year round issue, & all exterior property & premises need to be free from weeds, trash & rubbish. So do your part & pitch in to improve the safety & appearance of Florence. This is a courtesy message from the Town to ask all property owners & occupants to please keep the weeds cut, the rubbish & trash cleaned up.

If you have any questions concerning the overgrowth of weeds or the accumulation of litter in your neighborhood, contact Carroll, Senior Building Inspector and Code Enforcement Officer, at the Town of Florence at 868-7556.

Dawson Delivers Petitions From Concerned Citizens Over Tonto Access

Due to continued concern over possible action by the leadership of the Tonto National Forest to curtail access to the Pinal Mountains, Supervisor Shirley Dawson organized a rally which was held near the old Civilian Conservation Camp at the base of the Pinal Mountains on Feb. 12th. Although the Board of Supervisors & the City of Globe had passed resolutions opposing any changes, & the Town of Miami sent a letter, Supervisor Dawson did not feel that the opinions & feelings of the local residents were being heard. With the comment period running out, the rally was held.

In spite of the short notice, approx. 100 people braved the cold weather to support the effort to keep the mountain accessible. Several speakers addressed the proposal including Velma Hodson & Sylvia Allen. Lee Thornhill, Globe District Ranger, was present to answer questions & see that local sentiments were relayed to his superiors. Petitions were signed & distributed. Supervisor Dawson promised to personally present all petitions to the Tonto Forest Headquarters.

True to her word, Supervisor Dawson met with Delvin R. Lopez, Public Service Group Leader of the Tonto National Forest office in Phoenix on Feb. 14th, & delivered more than 500 signatures of Gila County citizens on petitions gathered in only 24 hours. The meeting turned out to be constructive & productive. Mr. Lopez was stationed at Roosevelt Lake earlier in his career, has family in Miami, & was understanding of the local concerns.

In addition to the desire to keep the Pinal Mountains & Roosevelt Lake areas available to local residents, a wide range of topics were discussed. Supervisor Dawson & Mr. Lopez explored ideas on how to create partnerships with local governments & the Forest to develop & maintain parks on the Tonto Forest. Mrs. Dawson also will be contacting the Sheriff’s Office to discuss ideas for obtaining additional funds to support their law enforcement activities on the Tonto. In March, Supervisor Dawson will take her efforts to keep the Pinals accessible to local residents to the U.S. Dept. of Agriculture in Washington D.C.

Globe High School Paper Gets Silenced

Globe High School student run newspaper, The Papoose, gets silenced and has papers destroyed by the Principal in a strike against the first amendment. Both parties are welcome to explain their sides on the Ride 94 News.

A Ride 94 News Editorial:

"Every human being has a right to hear what other wise human beings have spoken to him. It is one of the Rights of Men; a very cruel injustice if you deny it to a man!"
~Thomas Carlyle

Hey, Principal Stephens, Whudafxup with you? With a blatant disregard for the first amendment, the Globe High School, more specifically Principal Stephens has tried to silence the voice of its students. Over what, opinion & honesty. Not only did he supress this information, he set a horrible example by destroying it. This display should disqualify him from continuing to "lead" young adults. At least not in the USA. I suggest Iran or China. Mr. Rainwater's critique is valid and in my opinion, put in a way even the simplest of mind's (I'm looking at you Stephens and your cronies) could understand. Maybe that's it, the article was too smart for him to digest. Mr. O'Neal put forth an image of the lack of enthusiam that is not too unfamiliar in many school's. Principal Stephens must watch a lot of Disney in order to think that everyday is like "High School Musical" since he had such a temper tantrum over that article.

There is always a way to get your voice heard. No matter the opposition. Mr. O'Neal & Mr. Rainwater are welcome to the Ride 94 News to have the Papoose on the air.

You have slapped the faces of those that have died bringing us our freedoms.

I stand by what I have said. Thats right Stephens, you cannot destroy my critique like you have already done to others.

Canyon Lake To Re-Open

Tonto National Forest officials have announced that Canyon Lake will be re-opened to recreational users on Feb. 9th, - tempered by strong safety warnings for boaters.

"Due to recent flooding, the lake has stirred-up sediment and there are many floating logs throughout the lake," advised Art Wirtz, Mesa district ranger. "It's pretty risky for boaters right now and we are discouraging boating use. Boaters risk motor burn-out due to the high sediment load. The Canyon Lake Marina has already burned up two of their motors due to this situation. We are hoping for some high winds to push the logs to shore where we can remove them."

A Grand Re-opening has been planned for March 1st, to be held at the Canyon Lake Marina, 9 am - 3 pm.

Gila County Tool Lending Library Is A Go

The Southern Gila County Economic Development Corporation (SGCEDC) voted unanimously at their regular meeting Thursday to support the Gila County Tool Lending Library. The SGCEDC has been granted 501(c) 3 not-for-profit status by the U.S. Internal Revenue Service & will encompass the tool lending library with that designation. The 501(c) 3 signature allows the tool lending library to apply for grants & programs that may otherwise be unavailable, as well as give tax receipts to individuals that donate money or tools to the program.

What is a tool lending library (TLL)? Thea Wilshire, originator & promoter of the idea, explains that a TLL works just like a traditional book library, but with their library card, patrons can check out power tools or ladders or other equipment they need to repair & beautify their homes & businesses. There's no cost to the program unless the tools are returned late. Late fees are then used to buy replacement saw blades & other parts to maintain the tools properly.

When the TLL opens, the community will earn the distinction of having the first community-wide TLL in Arizona. While other large cities have TLLs sponsored by their city governments (like Seattle, Portland, & San Francisco), Gila County is unique in the partnerships that make the program work. The TLL will be tracked through the Gila County Library System, supported by the SGCEDC for liability & tax purposes, & located at the Globe Senior Center. The TLL will be staffed by knowledgeable senior volunteers. Community organizations have already pledged support or given material for the TLL. Liberty High School donated 2 sturdily built sheds that the County Public Works helped to move to the Globe Senior Center. In addition, the Globe City Manager has pledged the purchase of new tools for the TLL.

The Tri-City Fire Dept. was dispatched to 5806 Grover Canyon at 6:49 pm. Firefighters on the first responding engine encountered heavy fire in a rear bedroom upon their arrival. Shed Antler Hunters Are Urged To Use Caution

The Arizona Game & Fish Dept. reminds all shed antler hunters to stay on roads & trails this season, if hunting for antlers on an off-highway vehicle.

“Just like during the hunting season, we ask that you ’walk while you stalk’,” says Joe Sacco, off-highway vehicle law enforcement program manager. “The department recommends that you ride your vehicle on the trails to the area where you think the antlers are, then pack them out to your machine and drive them home on the roads.”

Damage to areas where cross country riding occurs can take more than 100 years to recover, especially if the area where you go cross country is wet. Those tracks can be seen by other users as an open invitation to unknowingly ruin a pristine recreational area. A new illegal trail can cause a lot of problems for wildlife that live in that area. The noise could cause animals to leave their regular habitat, anything that drops off of a machine could be eaten by the animals leading to unnecessary death, or someone could have a negative interaction with a very unhappy or startled animal. Minimizing impact on habitat is a key to successful wildlife conservation.

Shed hunters are those hunters who go out & look for the antlers that have fallen off or been shed from game animals. Most animals shed their antlers in the spring & spend the summer & fall seasons growing a new set of antlers.
