ADOT Has Good News For The Weekend

The Arizona Department of Transportation says there is no Valley freeway construction closures scheduled through the weekend. Although some project work has been taking place this week along freeway shoulders or within established work zones, no closures are scheduled until next week.

The Arizona Dept. of Transportation is coordinating freeway improvements throughout the Valley. These projects - which include new freeways, additional lanes & interchanges, rubberized asphalt, new landscaping and more - are included in the 20-year Regional Transportation Plan for Maricopa County. More than $15 billion in comprehensive, diverse transportation improvements are funded in the plan through a voter-approved sales tax that became effective in January 2006. More information on ADOT’s freeway portion of the Regional Transportation Plan is available at

The Spirit of Giving Scholarship will be paid to the school of the recipient’s choice, an accredited post-secondary educational program during the following school year. Blood drive committee members from among approx. 125 Arizona schools that participate in the United Blood Services High School Blood Drive Challenge are eligible to apply. Qualified applicants must:

Pinal County Rabies Vaccination Clinics

The Pinal County Public Health Services District is issuing an advisory for animal rabies to all residents of Pinal County. On Jan. 7th, a coyote found in the eastern part of the county tested positive for rabies & on Jan. 11th, a skunk found in the Oracle area also tested positive. Both tests were performed & confirmed by the Arizona State Public Health Laboratory. These are the first two animals to test positive in Pinal County in 2008. Following investigations by public health staff, no human exposures were identified.

The identification of rabid animals statewide serves as a reminder of the potential for rabies in wild animals in Arizona. Rabies is an infectious disease that affects the nervous system, including the brain & spinal cord of animals & humans. It is caused by a virus present in the saliva of infected animals & is transmitted to humans through contact with the live virus. Rabies is fatal to humans once symptoms appear. There have been no documented cases of human rabies in Pinal County for decades.

Pinal County offers rabies vaccination clinics for family pets. The following list is of the upcoming clinic sites & times:

While rabies can occur in animals anywhere in the county, in the last few years the southern & eastern portions of the County have had the most activity. Rabies is found mainly in wild animals such as bats, skunks, foxes, raccoons, bobcats & coyotes. Unvaccinated cats, dogs & livestock can also become infected with rabies if they are bitten by rabid wild animals. Rodents such as rats, mice, gerbils, guinea pigs & squirrels are not likely to be infected with rabies. Wild animals exhibiting unusual behavior should be reported to local animal control officials. The best way to protect yourself & your family is to avoid touching, handling or adopting wild or stray animals.

The first sign of rabies is usually a change in the animal’s behavior. Animals may act more aggressive or more tame than usual. Animals usually active at night such as skunks, foxes & bats may be out during the day. Rabid animals may appear agitated & excited or paralyzed & frightened. Sometimes, rabid animals do not show any signs of illness before death from rabies. That is why contact with wild animals should always be avoided.

Public Health & Animal Control officials recommend the following precautions:

* Keep people & pets away from wild animals. Do not pick up, touch, or feed wild or unfamiliar animals, especially sick or wounded ones. If someone has been bitten or scratched, or has had contact with the animal, report it immediately to animal control or health officials.

* Do not “rescue” seemingly abandoned young wild animals. Usually, the mother will return. If the mother is dead or has not returned in many hours, call the Az. Game & Fish Dept.

* Vaccinate all dogs & cats against rabies. Pets should be kept in a fenced yard.

* Take precautions when camping, hunting or fishing. Avoid sleeping on the open ground without the protection of a closed tent or camper. Keep pets on a leash and do not allow them to wander.

* Do not disturb roosting bats. If you find a bat on the ground, don’t touch it. Report the bat & its location to your local animal control officer or health department. Place a box over the bat to contain it. Be careful not to damage the bat in any way since it must be intact for rabies testing.

For more information about rabies, call the Pinal County Public Health Services District at (520) 866-7347, or the Arizona Dept. of Health Services at (602) 364-4562.

National Mentoring Month

January is National Mentoring Month, and Governor Janet Napolitano has issued a proclamation emphasizing the importance of mentoring and encouraging more adults to become mentors to youth in their community.

First proclaimed by President Bush in 2002, National Mentoring Month is an annual, high-profile campaign to draw attention to the need for more volunteer mentors to help America’s young people achieve their full potential. This year’s theme is “Share What You Know. Mentor a Child.”

Research shows that youth with mentors earn higher grades, miss less school, feel more confident about their schoolwork and have better relationships with their parents. In addition, youth in a positive mentoring relationship with a caring adult are less likely to begin using alcohol or other illegal drugs.

The Governor’s Commission on Service and Volunteerism has a number of initiatives underway in recognition of National Mentoring Month. On Jan. 17th, the Commission will host the 2nd Mentoring Awards Program to recognize outstanding mentoring organizations and individual mentors. Olympia Scott of the Phoenix Mercury will serve as a guest speaker at this event. Also on Jan. 17th, the Commission is hosting a Mentor Fair to provide state employees with information on mentoring opportunities.

National Stalking Awareness Month

January is National Stalking Awareness Month, & victim advocates across the country are using this month as an opportunity to educate the public about the pervasive crime that affects nearly 1.4 million Americans per year. Governor Napolitano encourages both victims & communities to take stalking seriously & learn about the dangers of stalking.

Stalking - typically defined as a course of conduct directed at a specific person that would cause a reasonable person to feel fear - is a criminal offense under the laws of all 50 states, the District of Columbia, & the federal government. Although its prevalence is high, public awareness that stalking is a crime remains dangerously low. Statistics indicate that 1-in-12 women & 1-in-45 men will be stalked in their lifetime, for an average duration of almost 2 years.

Victims are encouraged to trust their instincts & understand that stalkers are unpredictable & dangerous. Anyone in imminent danger should call 911. Victims can also receive support from a crisis hotline, victim services agency, or a domestic violence or rape crisis program. These agencies can help victims devise a safety plan, learn about local laws, find services, & take additional steps, such as seeking a protective order.

To assist law enforcement efforts, victims should carefully document evidence by writing down the times, dates & places they are stalked. Victims should also keep e-mails, phone messages, letters or anything else sent to them by the stalker. It is also important to alert friends, family members, roommates and co-workers about the stalking and enlist their help and support.

Governor Napolitano also encourages citizens to educate themselves on the dangers of stalking & support stalking victims by listening, showing support & never blaming the victim for the crime. For more information, visit the National Center for Victims of Crime, Stalking Resource Center at
ncvc.org/src.

New Enterprise Zone Job Tax Credits

The Arizona Dept. of Commerce has revised wage standards for employers interested in applying for the Enterprise Zone's new job tax credits for the tax year Jan. 1st thru Dec. 31st, 2008. To qualify for Enterprise Zone tax credits, an employer must pay an amount at least equal to the "wage offer by county", as computed annually by the Arizona Dept. of Economic Security. These wage standards are used to certify employees' wages in an enterprise zone.

Further, jobs that qualify for tax credits must be full-time & permanent. The employer must also offer to pay at least 50% of health insurance costs for the employee. The Enterprise Zone Program was established by the Arizona Legislature in 1989 to revive the economies of distressed areas in the state. The program provides new job tax credits & property tax reductions for qualified businesses within the zones.
