Greater Phoenix Resale Market Foreclosure Activity Slows In May

There were 9,980 resale homes recorded sold in May 2009, up slightly from the 9,100 recorded sales in April and 7,210 sales for a year ago. Foreclosure activity in May 2009 represented 30 percent (3,035 transactions), while there were 6,950 traditional market transactions.Foreclosure activity, as a share of total activity, is down significantly from the 51% (4,295 recordings) of February 2009. Since recorded sales represent decisions made in prior months, this slowdown can primarily be attributed to the various hiatus programs that lenders instituted, while awaiting the new loan modification and re-financing programs from the federal government, according to Jay Q. Butler, director of Realty Studies in the Morrison School of Management and Agribusiness at Arizona State University’s Polytechnic campus. For May 2008, there were 2,895 sales in foreclosure or 40% on the month’s recordings. For May 2009, foreclosure activity differed throughout the Valley such as 33% in El Mirage, 34 percent in Mesa and 33% in Glendale."Historically, May is one of the strongest months in the resale home season that usually lasts until August," said Butler. "During the resale season, sales and median prices tend to increase, so some improvement in the local housing market would not be unexpected."Although mortgage interest rates and prices are attractively low, tighter underwriting standards, a weak economy and poor job market, including job losses and lost income through reduced pay and furlough programs, could place sever obstacles on the potential of the market."There is increasing hope that the housing troubles are beginning to ebb, and the bottom, along with a potential recovery, are in sight," said Butler. "However, many problems continue to exist that could hinder the timing of any recovery. The impact of foreclosures on the market has been the primary concern of the last year and will continue to be in the coming months, especially with the end of many hiatus programs and the weak job market. The fundamental mitigating factor could be the various existing and potential loan modification programs that will allow households to save their homes."For the traditional market, the median price in May was $130,000 or down 42% from the $224,000 of a year ago. Foreclosed properties had a median price of $150,090 ($174,930 for May 2008).The declining prices have piqued interest for potential investors and owner-occupants, especially in the lower income ranges. Investment interest is being driven by the anticipation that home prices will rise again in the next few years. While lower prices can greatly improve affordability, they can adversely impact many owners and potential sellers who are watching their limited equity erode, as prices decline to and even below existing debt level. Rapidly declining value can be another issue in some of the mortgage modification programs, which require a limited decline in value from the purchase and financing of the home. The two fundamental reasons why the median price for foreclosed homes is higher than traditional transactions is that more expensive homes continued to be foreclosed, with 20 being over $1 million in May, including seven over $2 million, and 5% of the foreclosures were in the $400,000 to $1 million range. Since most loan modification programs are designed for homes under $400,000, the increase in foreclosure activity for the upper-end market was expected. The other reason is that, for the last year, approximately 50% of the traditional sales were foreclosed homes that were sold again with a median price markdown of 24%. The markdown varied throughout the Valley, ranging from 52% in Maryvale to 32% in Avondale to 17% in Tempe.Since the greater Phoenix area is so large, the median price can range significantly. For May 2009 in North Scottsdale, the median price for a foreclosed property was $451,530 ($410,420 in April), while the traditional market was $435,000 ($450,000 in April). In South Scottsdale the splits were $249,105 ($180,980 in April) and $203,000 ($211,000 in April), respectively. In Maryvale, traditional transactions were $42,000 ($43,000 in April) and foreclosures were $99,300 ($81,735 in April), while in Union Hills it was $205,450 ($207,500 in April) and $191,720 ($182,750 in April), respectively. For May 2009, Paradise Valley had a median square footage of 3,925 and a median price of $1,300,000.Of the 1,085 total recorded sales for May 2009 in the townhouse/condominium market 340 were foreclosed properties. For a year ago, there were 900 total transactions with 220 being foreclosures. In May 2009, the median price for foreclosed townhouse/condominium properties was $124,380 while the traditional market stood at $110,000. Last year, the splits were $135,600 and $161,000, respectively. The median square footage for a single-family home recorded sold as foreclosed in May was 1,710 square feet (1,680 for a year ago), while it was 1,735 square feet (1,850 for a year ago) for a market transaction home. In the townhouse/condominium sector, the median square footage for a foreclosed unit was 1,075 square feet (1,035 for a year ago), while the traditional market unit was 1,155 square feet (1,170 for a year ago).

Pioneer Fire Update

The Pioneer Fire continues to burn on the Globe Ranger District, Tonto National Forest. The fire is burning on the west side of East Mountain with low to moderate intensity. Burn-out operations, yesterday afternoon and throughout the night, were successful to help reach the completed fire lines.Yesterday, the fuels dried rapidly after precipitation the day before and returned to their original dry state increasing fire behavior. ADOT Holding Disparity Study Hearing

A study completed by the Arizona Department of Transportation will help the agency to comply with federal guidelines on using minority, women and other socially and economically-disadvantaged individuals – who are certified as Disadvantaged Business Enterprises (DBEs) – on federally-funded contracts. The “Availability Analysis and Disparity Study” recommends, and ADOT proposes, a DBE goal of 8% – achieved through 3.1% race-conscious and 4.9% race-neutral means – for federally-funded construction, architectural and engineering contracts. Under the guidelines proposed by the study, African American, Hispanic American and Asian American firms would be eligible for race-conscious goals for construction contracts. African American, Hispanic American, Asian American, Native American and women-owned firms would be eligible for race-conscious goals for architectural and engineering contracts.ADOT's disparity study was prompted by a U.S. Court of Appeals decision, which resulted in states being required to conduct a study to evaluate the availability and proposed use of certified DBE firms before implementing race-conscious DBE goals.A planned public hearing will give disadvantaged and minority business owners and others an opportunity to ask questions about the study and provide input on the findings and recommendations. The public hearing will be held from 1 pm to 3 pm on April 16th, at the ADOT Human Resource Development Center - Grand Canyon Meeting Room, 1130 N. 22nd Ave. in Phoenix. An overview presentation will begin at 1:30 pm. Kyl's Statement Regarding North Korean Missile Launch

U.S. Senate Republican Whip Jon Kyl made the following statement regarding North Korea’s launch of a long-range ballistic missile:“This launch is yet another reckless display by one of the world’s most brutal and dictatorial regimes. It makes clear that the North Koreans are investing significant resources and effort to advance the capability of their missile systems.“Clearly, missile defenses against threats from rogue regimes are more important than ever, and I urge the Obama administration to fully fund the Missile Defense Agency this year. “North Korea is the world’s most prolific proliferator of ballistic missile technology so we should also be concerned about reports that Iranian technicians and observers were present in North Korea for this launch. “I was pleased that Secretary Clinton recently reaffirmed that this test is a violation of United Nations sanctions. I anxiously await her decisions to sanction North Korean entities involved in this test and all known proliferators of North Korean ballistic missile technology. “Moreover, North Korea’s recent kidnapping of two American journalists must be addressed immediately. Abducting our citizens is a terrorist act, and North Korea should therefore be immediately relisted as a state sponsor of terror.”

Emphasis Is On Safety During 'National Work Zone Awareness Week'

With a number of highway projects under way across the state and more on the way this summer, the Arizona Department of Transportation is asking everyone to drive cautiously through work zones, to keep themselves and those at work safe. The tenth annual National Work Zone Awareness Week will be held April 6th through April 10th. The event coordinates every year with the start of the traditional highway construction season across the United States.According to the Federal Highway Administration, 24 people died in crashes within work zones on local streets and on state highways across Arizona in 2007. While that number is less than the 31 work zone-related fatalities recorded in 2006, authorities say the number of deaths would be much lower if drivers took some simple steps."This is already proving to be a busy year for ADOT construction projects, and the addition of numerous economic recovery projects by this summer will visibly increase the number of work zones around Arizona for both maintenance and construction efforts,” said John Halikowski, ADOT’s interim director. “We’re asking drivers to help prevent tragedies by responding to our warning signs and being thoughtfully patient. Remind yourself when you want to ignore the warning and speed limit signs, that there are people who care about you and others out on the road and who want everyone to safely arrive at their destinations.”Four out of five victims in highway work zone crashes are drivers or passengers, and not highway workers."Speed limits are reduced in work zones for a good reason. There's less room for driver error when crews set up work zones," said Floyd Roehrich, ADOT state engineer. "While we obviously want to protect our workers so they can provide you with improved highways, we’re also looking out for you and your loved ones.”ADOT says drivers can do their part by committing to the following safety tips when approaching and traveling through work zones:· Pay attention to signs.· Slow down and observe lower speed limits.· Avoid distractions, including cell phones.· Watch the vehicle ahead of you. Don’t tailgate.· Always buckle up.Crashes come with an obvious human cost, but they also result in unnecessary economic costs by adding to already crowded highways. Mesa Police Association's Officer Assistance Fund "Tip a Cop" Fundraiser This Saturday

Yesterday, the two-week old child that was attacked by a dog was laid to rest. The parents, two police officers (Mesa Police Dept. & Salt River Pima Maricopa Indian Community), responding officers to the scene and members of the officer's squads are healing from this traumatic event involving their fellow colleague. The Mesa Police Association's Officer Assistance Fund will be holding a "Tip a Cop" fundraiser event this Saturday from 11 am to 4 pm, at three Buffalo Wild Wings locations.

1130 W Grove Ave. #106 in Mesa at (Alma School Rd. just south of Southern/the east of Grove).
4425 E Mckellips Rd. #109 in Mesa‎ at (McKellips and Greenfield).
‎7000 E Mayo Blvd. #1071 in Phoenix‎ at (101 & Scottsdale Rd.).

"The news of one of our fellow officer and friend losing his child has sent a feeling of sadness throughout the department," said Sgt. Fabian Cota, President of the Mesa Police Association. "We are doing everything we can to assist in the family in this painful time."

"We have received an overwhelming response from the public wanting to help," said spokeswoman Stacey Dillon.

"Tip a Cop" is a great event, because officers are out of their norm and are quite clumsy when it comes to using serving trays," humorlessly remarked Dillon. "This is a great family event, and the public is invited to support this great cause."

Donations can also be made to the family directly through the Officer Assistance Fund (O.A.F.). O.A.F. is a community-based nonprofit foundation that supports officers and family members. All funds collected this month will go directly to the family. The public can go to any Wells Fargo Branch to make a contribution. For more information about O.A.F., go to mesapolice.org.
