Az. Little League's Can Get ADEQ Grant To Promote Recycling
The ADEQ is again providing recycling grants to Arizona Little Leagues to promote recycling and prevent littering at baseball fields across the state.
Under the Little League Recycling & Litter Control Project, ADEQ provides funding to Little League organizations throughout Arizona for banners promoting recycling to be displayed at their ball fields & for recycling containers to be placed at the fields.
ADEQ first established the Little League Recycling & Litter Control Project for the 2004 Little League season. This year, ADEQ is making a total of $15,000 available to Little Leagues interested in participating in the recycling project.
"The program is now in its fifth year and has been a grand slam," said ADEQ Director Owens. "The more kids know about recycling, the more they want to recycle. This program helps our kids, helps the Little Leagues, & most importantly, helps the environment."
Little Leagues interested in applying for grant funding from ADEQ should contact Laura Newman at (602) 771-4459 or toll free at (800) 234-5677, ext. 771-4459, or by email to newman.laura@azdeq.gov. The deadline for applications is Feb. 15th, 2008.

The following are registered Sex Offenders with links to their pages on the Arizona Sex Offender InfoCenter site for the Globe-Miami, Claypool, San Carlos, & Roosevelt areas. There have been cases elsewhere, that someone was seen peeing behind a dumpster or spousal revenge or even lies & were forced to register, so not all of these people are horrible monsters. As it is posted on the site: ANY USE OF THIS INFORMATION TO THREATEN, INTIMIDATE, HARASS, OR CREATE A CRIMINAL ACT AGAINST ANOTHER PERSON WILL RESULT IN CRIMINAL PROSECUTION.

Jet Products Penalized
From the ADEQ:
ADEQ Director Steve Owens & Attorney General Terry Goddard announced that Jet Products Co. will pay a $25,000 civil penalty for violations of Arizona's Hazardous Waste Management Act.
In Feb. 2006, ADEQ cited Jet Products for 17 major violations at the company's facility at 2600 W. Quail Ave. in Phoenix, including improperly disposing of waste contaminated with methyl ethyl ketone & chromium as solid waste rather than hazardous waste, failing to perform hazardous waste determinations for those wastes, illegally storing hazardous waste for longer than permitted, failing to perform regular training, & failing to submit required waste manifests to ADEQ.
The violations were discovered by ADEQ inspectors during a compliance inspection of the Jet Products facility in Dec. 2005.
Jet Products coats, paints, tests & assembles aluminum parts for defense, aerospace & aircraft industries at its facility.
In addition to paying the $25,000 penalty, the company also will be required to implement an Environmental Management System (EMS) to ensure that it follows state environmental laws in the future.
"Jet Products' failure to comply with the law put its workers & the community at risk," Director Owens said. "These were serious violations."
"The Attorney General's Office & ADEQ will continue to pursue companies that violate hazardous waste laws," Goddard said. "In this case, Jet Products must not only pay a financial penalty but also implement a program to analyze environmental issues on a companywide basis to keep it fully compliant with the Arizona Hazardous Waste Management Act."
Jet Products' EMS will be monitored by an auditor, who will be determined at a later date. Failure to comply with the consent judgment could lead to additional penalties of $50,000 or more.

A Holiday Reminder From The Armed Forces
While the holidays may still seem far away, Americans hoping to show their support to deployed troops must be aware of some rapidly approaching deadlines. According to the Military Postal Service Agency, or MPSA, mail going parcel post must be sent by Nov. 14th, while first class mail must be sent by Dec. 10th to arrive by Dec. 25th. In addition to deadlines, several other factors must be considered when sending mail downrange. For example, each country has customs regulations that apply to all incoming mail, pertaining to everything from food items to reading materials.
Military units may also have additional restrictions concerning incoming mail imposed by unit commanders relative to size & weight to ensure logistics support can handle the heavy mail load. Finally, all packages & mail must now be addressed to individual servicemembers as required by U.S. Dept. of Defense regulations.
In order to help facilitate the mailing process & avoid many of the obstacles that come with the traditional care packages, the Army & Air Force Exchange Service, or AAFES, created "Gifts from the Homefront," a campaign that allows anyone to make a direct & tangible contribution to military morale with a gift certificate that can be redeemed for nearly anything a specific servicemember wants.
"A package from home is certainly nice, but cookies get stale & fragile electronics can break," said Lt. Col. Dean Thurmond, the AAFES' chief of communications."
A 'Gift from the Homefront' gift certificate can alleviate a great deal of burden for the post office & sender while ensuring Soldiers, Airmen, Marines & Sailors are able to get exactly what they desire or need." AAFES currently operates 53 facilities in support of operations Iraqi Freedom & Enduring Freedom. While inventories can vary from location to location, most facilities carry a full assortment of health & beauty items, toiletries, snacks & drinks.
"Gifts from the Homefront" can be sent to deployed troops by logging on to aafes.org or calling 877-770-4438. From there, the gift certificates are sent to individual servicemembers (designated by the purchaser) or distributed to "any servicemember" through the Air Force Aid Society, American Red Cross, Coalition to Salute America's Heroes, Fisher House, Navy-Marine Corps Relief Society, Operation Homefront, Operation Interdependence® or USO. "Gifts From the Homefront" gift certificates can be redeemed at exchange facilities worldwide.
As of Sept. 30, approx. 92,900 "Gifts from the Homefront" gift certificates have been sent since the Dept. of Defense approved the exchange support campaign in March 2003. More than 23,500 of these have been delivered to servicemembers & their families via AAFES' 10 charitable partners.

ADEQ Announces New VEI Station
ADEQ Director Steve Owens has announced that ADEQ plans to open a new vehicle emissions inspection (VEI) station on Deer Valley Rd. to serve the rapidly growing N. Phoenix area. The new VEI station, located at 501 W. Deer Valley Rd., will open in Jan. '09 when the department's new contract with Gordon-Darby, Inc. goes into effect.
The opening coincide's with the closing of an underutilized north Phoenix VEI station, located at 15349 N. 40th St. That station islocated in a commercial shopping center & is surrounded by a residential area, where complaints have been frequent about the noise it generates.
"This new station will make it easier & more convenient for those who live or work north of Bell Rd. & in other parts of N. Phoenix to get their cars inspected," Director Owens said. "In addition to being conveniently located, the station will have shorter wait times as well as programmable signs with updated information on wait times."
The new, 3-lane inspection station will be located near Loop 101 & I-17 & is expected to handle more than half of the current motorists using the 40th St. VEI station along with those who live & work farther north. It's expected to handle 80,000 inspections annually. Each inspection lane will have the capability to perform all types of emissions inspections including 2 on-board diagnostic (OBD) inspections simultaneously.
The station will be able to quickly and efficiently inspect both conventional- and OBD-equipped vehicles. For more info on ADEQ's VEI program, including locations of all inspection stations & wait-time updates, please visit: myazcar.com.

Pinal Co. Urges Pet Owner To Spay & Neuter Pets
The Pinal Co. Animal Care & Control urges pet owners to spay & neuter all companion animals, especially cats and dogs. Arizona’s special Pet Friendly license plates generate funds specifically used toward spay & neuter programs. A little more than half of the special plate fee goes into a spay/neuter fund. The Co. applies to the fund for grants & was awarded a grant of $9,500. Unfortunately, the cost to spay & neuter the County’s animal population far exceeds the grant funding. More donations are still needed to meet demand.
Pinal Co. has 2 programs that aim to reduce the number of unwanted animals through spay & neuter programs. There are mobile clinics announced during certain times of the year (watch co.pinal.az.us/AnimalControl for announcements). The other program's a voucher program offering discounted spay or neuter surgery. Donations to either program are vitally needed & every penny counts.
To donate, mail your contribution to:
Pinal County Animal Control
Attn: Spay/Neuter Program
P.O. 3061 RS Casa Grande, Az 85230
You may also donate in person. Visit the shelter at 764 South Eleven Mile Corner Road in Casa Grande weekdays from 8 am - 5 pm.
Pet overpopulation has reached near epidemic proportions. The problem grows larger when people don’t spay or neuter their animals. One male dog can sire over 750 offspring during a lifetime. Shelters, breed rescue groups & humane societies across the nation have many more animals than they can care for, leading to rising euthanasia rates. As a result, State law requires pets adopted from the shelter to be spayed or neutered.
Pinal County Animal Care & Control’s website (co.pinal.az.us/AnimalControl) has additional info for people considering spay/neuter programs or pet adoption.
Pinal County Animal Control is located at 764 South Eleven Mile Corner Road in Casa Grande weekdays from 8 am - 5 pm. Adoption hours are between 9 am - 4 pm weekdays & Saturdays from 9 am - noon. The San Manuel shelter, located at 27390 South Veterans Memorial Boulevard, is open by appointment only.

30 Eloy Homes Rehabilitated
Some residents in Pinal Co.’s Housing Division Section 8 housing will weather the seasonal changes much easier thanks to a public-private partnership. Thirty multi-family homes located in Eloy were rehabilitated by the Community Action Human Resources Agency (CAHRA) as part of a special project by the organization.
Before the rehabilitation could occur an audit was performed on each of the units which included carbon monoxide testing, room pressure testing, zonal pressure testing & blower door testing. The results of the audit found a problem area with the duct work in many of the homes. Once the audit was completed, work started on removing the evaporative cooling units & replacing them with efficient air conditioners & heat pumps. Each of the homes will be visited by an energy conservation counselor to show them how to use an air conditioner versus an evaporative cooler.
District 1 Supervisor Lionel Ruiz inspected one of the homes that had been refurbished & was impressed with the scope of work done to make sure the houses were energy efficient.
To help complete the project, Arizona Public Service generously donated $95,000 to CAHRA for the home rehabilitation.

I-17 To Close At Night For Work
I-17 is scheduled to be closed in both directions at the Carefree Highway interchange in north Phoenix from 10 pm - 5 am each nightly starting this evening through Thursday morning for the placement of girders for a wider bridge being constructed at the interchange.
ADOT says I-17 traffic will detour along the off- and on-ramps at the Carefree Highway interchange. Drivers are encouraged to prepare for minor delays and to allow for extra travel time during the overnight restrictions.
The I-17 interchange at the Carefree Highway is being reconstructed as part of the 20-year Regional Transportation Plan to improve the Valley’s transportation system. A wider Carefree Highway bridge over I-17 will be better able to accommodate increased traffic in the area. For more info, visit azdot.gov and click on “Valley Freeways.”

Pinal County Health Officials Address 'Superbug'
Recent news stories have brought newly found attention to commonly diagnosed infections caused by MRSA, or Methicillin Resistant Staphylococcus aureus. Pinal Co. Public Health officials are reminding citizens of simple precautions to prevent MRSA infections.
Staphylococcus aureus, often referred to as “Staph,” are bacteria commonly carried on the skin or in the noses of healthy people. Staph can sometimes cause infections. Most of these skin infections are minor & can be treated without antibiotics. Staph, can sometimes cause serious infections that must be treated with antibiotics. Some strains of staph are resistant to antibiotics. MRSA is a type of staph that's resistant to a group of antibiotics that includes penicillin, methicillin, & amoxicillin. However, it can be treated with other antibiotics.
The most effective way to prevent MRSA is to practice good hygiene. For example:
1. Keep your hands clean by washing thoroughly with soap & water or using an alcohol-based hand sanitizer.
2. Keep cuts and scrapes clean & covered with a bandage until healed.
3. Avoid contact with other people’s wounds or bandages.
4. Avoid sharing personal items such as towels or razors.
If you've been diagnosed with MRSA you can prevent spreading it to others by following these steps:
1. Cover your wound. Keep wounds that are draining or have pus covered with clean, dry bandages. Follow your healthcare provider’s instructions on proper care of the wound. Pus from infected wounds can contain staph & MRSA, so keeping the infection covered will help prevent the spread to others. Bandages or tape can be discarded with the regular trash.
2. Clean your hands. You, your family, & others in close contact should wash their hands frequently with soap & warm water or use an alcohol-based hand sanitizer, especially after changing the bandage or touching the infected wound.
3. Do not share personal items. Avoid sharing personal items such as towels, washcloths, razors, clothing or uniforms that may have had contact with the infected wound or bandage. Wash sheets, towels & clothes with warm water & laundry detergent if they are soiled or had contact with the infected area. Drying clothes in a hot dryer, rather than air-drying, also helps kill bacteria in clothes.
4. Talk to your doctor. Tell any healthcare providers who treat you that you have or had a staph or MRSA skin infection.
For more information about MRSA, call the Pinal Co. Public Health at (520) 866-7355, or the Arizona Dept. of Health Services at (602) 364-4562.
You can also find info concerning staph and MRSA infections on the Az. Dept. of Health Services website at: azdhs.gov/phs/oids/epi/disease/mrsa/mrsa_g.

Pedophile Sought By Interpol Caught!!!
Thailand nabs hunted Canadian pedophile suspect
Fri Oct 19, 2007 1:02am EDT
Canadian pedophile suspect Christopher Paul Neil, accused of raping young boys in Vietnam & Cambodia & unmasked by a unique Interpol Internet appeal, was arrested in Thailand on Friday, police said.
After a nationwide manhunt, Neil, 32, was arrested in the early hours of the morning in countryside northeast of Bangkok, a region well off the normal foreign tourist trail.
Police issued a warrant for his arrest on Thursday, a week since Neil fled South Korea to Thailand, after 2 Thai teenagers accused him of paying for oral sex when they were 9 & 14, grounds for prosecution under Thai law.
Neil would be presented for questioning by reporters at national police headquarters in Bangkok later on Friday, but details of how he was hunted down remained sketchy.
"My officers arrested him in the countryside in Nakhon Ratchasima this morning," tourist police chief Chuchart Suwannakom told Reuters, referring to a province 250 km (150 miles) northeast of the Thai capital.
"I can't give you more details at the moment," he added.
Detectives in various countries had been trying to track Neil down since German police discovered photographs on the Internet three years ago of a man raping 12 boys in Vietnam & Cambodia.
Neil was identified after his digitally swirled face in Internet photographs of child sex abuse was unscrambled by German police computer experts & Interpol, for the 1st time, issued a worldwide appeal through the Internet for identification.
He could face up to 20 years in jail if convicted in Thailand, where he once taught at an English language school.
Neil abruptly left South Korea, where he was teaching, after Interpol broadcast his photograph & flew to Thailand, where border posts were put on alert in case he tried to sneak out again.
Border guards in Thailand's neighbors had also been placed on alert.

Renzi Supports SCHIP Bill
Today, U.S. Rep. Rick Renzi (AZ-1) voted to expand the State Children’s Health Insurance Program (SCHIP), & override President Bush’s veto that was placed on the bill 2 weeks ago.
This afternoon, H.R. 976, Children's Health Insurance Program Reauthorization Act of 2007, legislation designed to expand the existing SCHIP program, failed to pass in the House of Rep's. The bill received support from a majority of Representatives, but the bill didn't receive the 2-3rds vote needed to override a presidential veto. The final vote was 273-156.
On Sept. 25th, 2007, Congressman Renzi joined 264 of his colleagues & passed H.R. 976. After both the House & Senate passed the legislation designed to reauthorize & expand the children’s health insurance program, President Bush vetoed H.R. 976.
“I am disappointed the House of Representatives was unable to reauthorize this important program today,” said Congressman Renzi. “It is important for Congress to come to an agreement & reauthorize this program so we can continue to provide health insurance to low-income children.”

Safety-Kleen Systems Given Big Fine
ADEQ Director Steve Owens & Arizona Attorney General Terry Goddard announced that Safety-Kleen Systems, Inc., will pay an $80,000 penalty for hazardous waste violations at the company’s Chandler facility.
During an April 2006 inspection at Safety-Kleen’s plant, at 6625 W. Frye Road in Chandler, ADEQ inspectors discovered that company officials had failed to submit to ADEQ 176 signed generator & transporter hazardous waste manifests. Safety-Kleen previously had been cited by ADEQ for similar violations discovered during a 2005 inspection at the facility.
During the 2006 inspection ADEQ inspectors also found that two 3-inch flange plugs had not been properly tagged with air emission inspection tags & that inspection logs inaccurately stated that the flanges were in compliance with the company’s hazardous waste general permit. Safety-Kleen’s emergency contingency plan at the facility also contained inaccurate information, such as incorrect telephone numbers.
In addition to paying the $80,000 penalty, Safety-Kleen will conduct half-day training seminars for small-quantity generators of hazardous waste like auto repair shops & paint & body shops. That supplemental environmental project will cost the company more than $15,000.
Safety-Kleen treats and stores waste solvents, cleaners, antifreeze, paint wastes, photo-developing wastes & dry-cleaning wastes collected off-site.

Cleanup Volunteers Needed For Saturday
Many ‘hands’ are needed as volunteers to come together to ‘lend a hand’ for the Table Mesa Road National Public Lands Day (NPLD) Cleanup Event on Oct. 20th, from 8 am - 12:30 pm. Led by the Good Gun Foundation, organizations, businesses & agencies, including the Arizona Off-Highway Vehicle Coalition, Arizona Virtual Jeep Club, Black Canyon Trail Coalition, Desert Wolf Tours & the City of Phoenix are donating labor, equipment & supplies to assist the Bureau of Land Management (BLM) in efforts to rehabilitate the upper Sonoran desert landscape.
Public & state lands in the Table Mesa area, southwest of Black Canyon City, receive heavy public use & are riddled with trash & debris. This has also resulted in damaged protected native plants, such as saguaro cactus, & often poses safety hazards, especially to those hiking on the Black Canyon Trail. A strategy is in the works to help reduce these impacts but until such time, volunteers are critical to make these on-going efforts a success.
All volunteers will be entered in a drawing for prizes donated by the organizations & in addition lunches, t-shirts & giveaways will also be provided. Safety training, trash bags & tools will be supplied as well.
Interested volunteers can sign up by contacting the BLM at (623) 580-5500, or the Good Gun Foundation at (928) 925-6068. Registration is also available on-line at goodgun.org or at the event between 7 - 8 am. Pre-registration is requested but not required.
Volunteers are asked to arrive at the project site before 8 am. Table Mesa Road, a county maintained dirt road, is easily accessible from I-17. Take exit 236, turn heading west & follow signs. All participants are reminded to wear appropriate clothing, such as long-sleeve shirts & pants, & closed-toe shoes. In addition, bring plenty of water, gloves, sunscreen & a hat.
Call 1-800-637-9152 to report resource crimes on Public Lands, such as; Trespass, Resource Destruction, Archaeological Looting, Site Damage or Littering, & Historic Places Vandalism.

Look At What Washed Up QB Is Landing In Arizona
In a last ditch effort to remain in the NFL, Tim Hasselbeck is coming to an agreement to play for the Cardinals. Too bad he'll be dragging that annoying wife of his along for the upcoming trainwreck that will be the end of his career. I didn't think he'd sink this low. The Cardinals, that's just poor decision making, same with his choice for a bride. Although, that would explain why he lacks the ability as a decisive QB on the field & why he's been delegated 4th string backup/glorified waterboy.
Pinal Co. Road Improvements Start Oct. 18th
Road improvements to Hunt Highway & Felix Rd. in Pinal Co. will start on Oct. 18th. The road improvements will have a lasting effect on the roadways, but will cause motorists some delays over the next 3 weeks.
On Oct. 18th, the work will begin along the Hunt Highway corridor from about 1000 feet west of the intersection with Attaway Rd. to the vicinity of Largo Road or approx. 2 miles east of Attaway Rd. The intersection of Attaway Rd. & Hunt Highway will restrict right turns onto eastbound Hunt Highway from Attaway during the scheduled 2 days of construction at the Hunt Highway/Attaway intersection.
A pilot car will facilitate vehicular movement during this 2 week period during construction operations. It’s anticipated that this work will be completed by Nov. 2nd. Variable Message Boards have been placed warning motorists of a potential 10 minute wait.
After Hunt Highway is scheduled for completion, work will begin on Felix Rd. in front of the Wildhorse Estates (a county subdivision) from Pinto Dr. to Twin Spurs Rd. Felix Road will be open to “Local Traffic Only” vehicular movements during their one week period with work to be completed by Nov. 9th.
The work entailed with these projects involves full width (2-lane) roadway improvements consisting of milling of existing pavement, overlayment of existing roadways, & selective reconstruction of the roadway section.
Motorists planning on traveling these roads are urged to drive with caution & within posted speed limits, wear seatbelts & have a safe journey. Please note that weather &/or unscheduled construction may alter these scheduled dates. They will attempt to you informed of major schedule changes.
The Town of Florence is alerting the public that detours will be effect, construction operations & lighting will be noticeable. The project will benefit the public by eliminating deteriorated road conditions funded by the Highways User Tax Fund (HURF) and the ½ percent Transportation Excise Tax. They appreciate your patience while they work towards improved pavement conditions at these locations. Contact the Florence Public Works Dept. at (520) 868-7620 with any questions or comments.

The project will benefit the public by eliminating deteriorated road conditions funded by the Highways User Tax Fund (HURF) and the ½ percent Transportation Excise Tax. Pinal County Rabies Advisory
The Pinal Co. Public Health Services District is issuing an advisory for animal rabies to all county residents after a fox from the Dudleyville area tested positive for rabies on Oct. 2nd, at the Az. State Public Health Laboratory. This is the 5th animal to test positive for rabies in Pinal Co. in 2007. Following an investigation by public health staff no human or pet exposures were identified. Two bats & two skunks collected in the southeastern area of the county have tested positive previously this year.
Rabies is a deadly disease that's caused by a virus that attacks the nervous system. All mammals including humans are susceptible. Rabies is transmitted by contact with saliva of an infected animal, usually through a bite wound. If you think you’ve been exposed to rabies make sure that you call your doctor or local health department immediately. There hasn't been a documented case of human rabies in Pinal Co. for decades.
While rabies can occur in animals anywhere in the county, in the last few years the southern & eastern portions of the county have had the most activity. Rabies is found mainly in wild animals such as bats, skunks, foxes, raccoons, bobcats, & coyotes. Cats, dogs, & livestock can also become infected with rabies if they are bitten by rabid wild animals, & they haven't been vaccinated. Rodents such as rats, mice, gerbils, guinea pigs & squirrels are not likely to be infected with rabies. Wild animals exhibiting unusual behavior should be reported to local animal control officials. The best way to protect yourself & your family is to avoid touching, handling, or adopting wild or stray animals.
The 1st sign of rabies is usually a change in the animal’s behavior. Animals may act more aggressive or more tame than usual. Animals usually active at night such as skunks, foxes, & bats may be out during the day. Rabid animals may appear agitated & excited or paralyzed & frightened. Sometimes, rabid animals don’t show any signs of illness before death from rabies. That’s why contact with wild animals should always be avoided.
The Pinal Co. Public Health Services District recommends the following precautions:
* Keep people and pets away from wild animals.
* Don't pick up, touch, or feed wild or unfamiliar animals, especially sick or wounded ones. If someone has been bitten or scratched, or has had contact with the animal, report it immediately to animal control or health officials.
* Do not “rescue” seemingly abandoned young wild animals. Usually, the mother will return. If the mother’s dead or hasn’t returned in many hours, call the Az. Game & Fish Dept.
* Vaccinate all dogs and cats against rabies. Pets should be kept in a fenced yard.
Take precautions when camping, hunting or fishing. Avoid sleeping on the open ground without the protection of a closed tent or camper. Keep pets on a leash & do not allow them to wander. Don't disturb roosting bats. If you find a bat on the ground, don’t touch it. Report the bat & its location to your local animal control officer or health department. Place a box over the bat to contain it. Be careful not to damage the bat in any way since it must be intact for rabies testing.
For more info about rabies, call the Pinal Co. Public Health Services District at (520) 866-7355, or the Az. Dept. of Health Services at (602) 364-4562.
