Toyota Bringing Driving Course For Teens & Parents
Toyota is bringing driving course to Phoenix for area teen’s & their parents.
WHAT: Toyota Driving Expectations is a free-of-charge 4-hour program bringing Phoenix-area teens & their parents together to learn proper driving techniques from professional drivers in real behind-the-wheel scenarios. It is also designed to teach parents how to be good driving role models & teachers.
WHAT ELSE: The program’s multiple driving courses & classroom instruction for teens & their parents go beyond what is currently taught in driver’s training classes to help provide teens with the experience they need to identify and react in dangerous driving situations. In addition, a distracted driving course has teens navigate a course drinking water, listening to loud music & talking on a cell phone to demonstrate just how dangerous these activities can be while driving.
WHY:
*Although teens make up only 6.6% of licensed drivers, they suffer 14% of all auto-related fatalities & driver error is involved in 77% of the fatal crashes involving 16-year-olds.
* In 2005, more than 5,000 teens died in automobile accidents.
*Beyond the driving education courses teens receive to obtain a driver’s license, parents are their main teachers. However, most parents receive no formal training on how to teach their teen driving techniques.
*An August 2007 crash caused by a Glendale teen text-messaging while driving killed all involved, bringing the issue of distracted driving to the forefront of local awareness.
WHEN:
Friday, Oct. 5th, 1 p.m. - 6 p.m. & Sat. - Sun., Oct. 6th - 7, 8 am - 6:45 pm.

Chester Arthur Stiles Needs To Be Apprehended With Extreme Prejudice
This bastard is the main suspect in the videotape that was found in the desert near Las Vegas, showing the molestion of a 3-year old girl. The little girl has been found, but this degenerate is still on the loose. If you see him, abide by the law. Get the proper authorities to take his ass down. If his nuts are dangling from your rear-view mirror, that's not my concern. That would be your souvenir at your own discretion & as your own idea.

Eloy To Get Wi-Fi
High-speed wireless internet access is coming to Eloy thanks to funding commitments by regional partners and $190,000 from the U.S. Dept. of Agriculture Rural Business Enterprise Grant program.
"This project will support existing & emerging small businesses in Eloy to better compete in the global marketplace,” says Gov. Janet Napolitano. “Arizonans developed an innovative model, & it is great to see it replicated so that more students, citizens & businesses participate in 21st century technology.”
The Eloy project follows the recently completed wireless fidelity (Wi-Fi) model developed in the Town of Superior, which focused on economic development. It is the result of public-private funding, & for a rural community, provides high speed internet access at an affordable price.
"Broadband access is essential to improving economic & community development in Arizona's rural regions," said USDA Rural Development State Director Eddie Browning. "The new high speed internet capability will be a boon to existing businesses & to business creation & expansion.”
Pinal Co. Supervisor Lionel Ruiz said, “The partnership involved has committed dollars, time & training to realize the full potential this technology will bring to residents & business owners.”
The Pinal Co. Regional Wi-Fi Partnership will work with the Arizona Small Business Association (ASBA), Central Arizona College, & Small Business Development Center organizations to provide individual & group education & mentoring sessions once the project is complete. The Wi-Fi network will provide the citizens of Eloy with ubiquitous broadband access while in their homes & while mobile within the city.

Huge Fire Behind Bank of the West & The Car Wash
The fire departments responded to a huge fire, believed to be arson as two juveniles were found nearby, moments ago. As I heard on the scanner a power line is done. The flames could be seen shooting above the trailers at Copper Country MHP all the way to the furthest point in the lower portion of the park. The crews worked very hard in getting the fire down in a matter of minutes upon arrival. They will contact an investigator to check the scene in the morning. It will be cordoned off for safety until then. As I am typing this, crews are checking for hotspots and hitting spots that look like they could reignite. They should be done in at least another hour.

On Sept. 7th, 2007 an oily substance was found on the Vietnam Veterans Memorial, located in Washington, D.C. Police determined that the damage to the Memorial was an act of vandalism. Dedicated in 1982, the Wall holds the names of more than 58,000 men & women killed or missing in the Vietnam War.
“I am pleased to announce my support of this legislation,” said Congressman Renzi. “This act of vandalism is unacceptable & deserves to be condemned by the entire U.S. House of Representatives. Our country can never fully repay our service members who make the ultimate sacrifice, but we will continue to remember & honor those who served with the highest respect.”
H.Res.680 was introduced by Congressman John Carter (R-TX) & referred to the House Committee on Veterans’ Affairs.

Bloody Band-Aid In The Box

Fire In Miami
A fire broke out at a residential structure at 721 Indian Ave. shortly before 1 am this morning. The entire structure was destroyed.
The Tri-City Fire Department’s first responding engine encountered a fully involved home upon arrival. They were able to contain the fire to the structure. An home adjacent to the fire did receive minor damage to a portion of its exterior. An overhead electrical power line was also burned severing service to several other homes on Indian Ave. An APS Crew worked to restore electricity to the affected homes.
The home had been vacant & was reportedly in the process of being remodeled by the owner, Mr. Gustavo Curiel after having been damaged in a previous fire in June, which destroyed 2 homes at this same location & damaged one other home.
Although the fire is of suspicious origin, no exact cause of the fire has been determined as of this release. Tri-City Fire Dept. officials continued their investigation this morning when daylight conditions permitted them to do so.
Globe & Canyon Fire Departments assisted Tri-City Fire & were on scene until after 4 am. There were no reported injuries to firefighters or residents.

Kolbe To Chair CANAMEX Corridor Task Force
Gov. Napolitano has appointed former Congressman Jim Kolbe to chair the CANAMEX Corridor Task Force. In addition to his role as chair, Kolbe will serve with Victor Mendez, director of the Az. Dept. of Transportation, as a representative for the CANAMEX multi-state coalition.
The CANAMEX Corridor is a trade route from the Mexican states of Sonora, Sinaloa, Nayarit, and Jalisco through the U.S. states of Arizona, Nevada, Utah, Idaho and Montana and into the Canadian province of Alberta. The intention of the corridor is to strategically invest in infrastructure and technology to increase competitiveness in global trade, create jobs and maximize competitiveness within the region.
Kolbe is replacing Peter Woog, who resigned in June. Woog oversaw the Corridor’s initial development. Under Woog’s leadership, the Coalition and Task Force championed the Hoover Dam Bypass, a critical infrastructure link in the Corridor and is credited with the allocation of $2.1 million for FAST lanes at the Mariposa Port of Entry.

Good Turnout at Range Day
Twenty-one local students & ten students from outside the area participated in a Range Day event at the Globe-Miami Gun Club, on Sept. 22nd. Activities included; .22 rifle live fire, archery, simulated big game and bird hunts, blood trail, & graduation.
This range day was the first one in the Cobre Valley area to include students from the Az. Game & Fish Dept.’s recently released Internet Class. Ten students traveled from Tucson, Scottsdale, & Colorado to complete their class that they virtually started on-line at hunter-ed.com/az/index, the official site for Arizona's independent study hunter education course approved by the Az. Game & Fish Dept.
Taking a hunting course allows one to comply with Arizona hunter education law & will also make one a safer & more knowledgeable hunter.
Hunter education isn't just for kids or hunters. The program's for all who enjoy the outdoors & have an interest in conservation. The course is also an excellent refresher for veteran hunters.

Justice Continues To Prevail
Polygamous leader Warren Jeffs could get life in prison as the jury found him guilty as an accomplice to rape by performing a wedding between a 19-year-old man and at that time, a 14-year-old girl. He was charged on both accounts against him.
More EQIP Money Now Available
More money's now available to farmers & ranchers who qualify for the Environmental Quality Incentives Program (EQIP), a voluntary conservation program administered by the National Resources Conservation Service. Awards in 2008 will be increased to 75% of their project costs, up from 50% in 2007.
EQIP was developed to help farmers & ranchers achieve both agricultural production & environmental quality in a successful operation. In addition to the 75% cost-share available, beginning & limited resource farmers can get up to 90% of their projects funded.
Agricultural producers can apply for EQIP at any time. Applications received by Oct. 1st, will be reviewed & ranked by Nov. 30th. Additional ranking periods will be announced at a later date.
The program's been remarkably successful for producers who have already taken advantage of the assistance. Fred Zamora farms 1,600 acres in the arid land south of Willcox. He figures he has saved about 40% on both his water costs & ground water use since first becoming involved with the program more than 8 years ago.
“Financially, it has helped me quite a bit,” said Zamora. “I’d highly recommend EQIP to others. In this part of the state, we’re all worried about ground water, & they helped me be much more efficient.”
EQIP includes an environmental quality incentives program plan developed with each producer, addressing that operation’s specific needs. Incentive payments may be made to encourage a farmer to adopt land management practices, such as nutrient management, manure management, integrated pest management & wildlife habitat management.
Applications for the program are available online. Contact the USDA Service Center in your area, or call Magdalena at 520-670-6602 ext. 245 (Tucson); or Art at 520-364-2001 (Douglas) for help in getting started.

NHRA's John Force Injured
Kenny Bernstein had crossed into Force's lane as they crossed the finish line during today's race. Force has a broken left ankle and left wrist while suffering a severe abrasion to his right knee. This is a better prognosis than previously thought. Force was alert when he was airlifted to Baylor University Medical Center & was concerned more about Bernstein than his own injuries. Force is expected to undergo surgery tonight to clean the abrasions and set his broken bones.
Attention Dr. Demento Fans!!!
Dr. Demento fans, the syndicator of the show has informed us that we must discontinue streaming the show or face losing the right to air it each week. We refuse to let an outsider mandate a web "Black-out" of our programming. This is both unfair to you and costly for us to implement. If you agree, send the doctor a message to cure this problem. Send an e-mail telling them you want the Dr. D show to continue on both FM & on the web. Direct your e-mails to: DrDemento@DrDemento.com. The Doc will be losing another major market on the FM dial as a result, in which you'll find out in a matter of hours.

Prescribed Burn Near Congress
The Bureau of Land Management (BLM) & the Congress Fire Dept. will be burning brush piles on Sat., Sept. 22nd on the west side of Highway 89 across from the county transfer station north of Congress. The brush piles are excess hazardous vegetation that local homeowners have removed from their properties during the year. This prescribed burn will reduce the threat from wildfires.
Fire personnel will ignite the piles when weather & vegetation conditions allow for safe burning. After ignited, the piles are expected to burn down quickly & residents should expect some light smoke in the area during burn operations but smoke is expected to disperse quickly. The brush may smolder for a few days however fire crews will continue to monitor conditions following all prescribed burn activities.
The BLM greatly appreciates your cooperation in protecting your public lands by helping to prevent unwanted wildfires. Call toll free at 1-877-864-6985 to hear a recorded message on fire restrictions throughout the Southwest. Current fire info can also be found online at azfireinfo.com or gacc.nifc.gov/swcc/.

Canyon Lake To Be Drawn Down
Canyon Lake becomes the 2nd Salt River reservoir in 2 years to be drawn down for scheduled maintenance work at Mormon Flat & Horse Mesa dams.
The scheduled maintenance will result in lower levels at Canyon Lake from Sept. 29th, until about Jan. 26th. Canyon Lake will be gradually lowered to approx. 50 feet below the normal lake levels through normal water order during the 4-month drawdown. Last fall, Apache Lake was lowered about 50 feet during a similar drawdown for maintenance work at Horse Mesa Dam.
To keep dams safe and secure, the Bureau of Reclamation requires regular inspections & repair. Prior to the 2006-07 Apache Lake drawdown, maintenance work of this scope & on these components that are normally under water on the 2 dams was last performed in 1989 at Horse Mesa Dam.
Structures & equipment, including the hydroelectric facilities at Mormon Flat & Horse Mesa dams, will be examined for wear & repaired if necessary.
In addition, SRP will be performing channel-improvement work downstream of Horse Mesa Dam to maintain performance of the hydroelectric pump & turbine & to improve barge access to the power plant. The plan will prevent any water from being spilled as a result of dam maintenance & will limit the loss of hydroelectric generation during times of lower energy demand.

Some ADOT Weekend Work
The Arizona Dept. of Transportation will add rubberized asphalt to a section of northbound I-17 between the junction with I-10 at the “Split” and 19th Ave. this weekend.
Northbound I-17 will be closed from 9 pm on Sept. 21st to 5 am on Sept. 24th as the paving occurs. The northbound on & off ramps at 16th St., 7th St. & 7th Ave. will also be closed.
Arizona Diamondback fans from the East Valley can use I-10 & Loop 202 to reach the downtown area this weekend. Post-game traffic will not be affected by the closure. ADOT's working with the Diamondbacks to alert fans heading to the ballpark.
There is a limited period during the spring & fall when rubberized asphalt can be paved. On this project ADOT's working to avoid major events such as the baseball playoffs, Arizona Cardinals games & the start of the State Fair & the Phoenix Suns’ season. The paving work is being coordinated to provide drivers with freeway options for traveling through the downtown area.

- A law enforcement agency
* Violation of the ordinance is a nonmoving civil traffic violation.
* If a person found in violation of the ordinance is not involved in a traffic accident, the person is subject to a civil penalty of $100, plus any other penalty assessments authorized by law.

* Peace officers are empowered to enforce the ordinance as a primary offense.
* A 30-day warning period (Sept. 20th to Oct. 19th) will begin once the ordinance is adopted to inform and educate drivers, however due to public safety implications & the risks associated with text messaging while driving, an emergency clause is requested to allow immediate enactment of the ordinance to initiate the warning period & enforcement.
Arizona Gets Access to Recovery Grant
Gov. Napolitano announced that Arizona is the recipient of an $8.3 million Access to Recovery Grant from the Substance Abuse & Mental Health Services Administration.
The Access to Recovery Grant will be distributed over the course of 3 years by the Governor’s Office for Children, Youth & Families – Division for Substance Abuse Policy & is designed to support the expansion & enhancement of methamphetamine treatment & recovery services through drug courts. Drug courts have been proven to help break the cycle of substance abuse, addiction & crime by quickly identifying substance abuse offenders & placing them under close court monitoring, coupled with effective, long-term treatment service.
Grant funding will be used to offer adult drug court participants more options among eligible substance abuse treatment & recovery service providers, including faith-based treatment services. Twelve drug courts representing urban & rural areas as well as 2 tribal communities have been identified by the state to participate in the grant.
The Governor’s Meth Task Force, chaired by Pima Co. Attorney Barbara LaWall, recognized the need to increase the number of drug courts & included the expansion of drug courts as one of their top priority recommendations in their report A Plan for Action: Addressing the Meth Crisis in Arizona. The Access to Recovery Grant award is one of many outcomes already achieved by the Meth Task Force since the release of their strategic plan in May.
The grant program will provide more opportunities for county and tribal drug courts, the Administrative Office of the Courts, the Governor’s Office for Children, Youth & Families – Division for Substance Abuse Policy, the Dept of Health Services & numerous faith-based organizations to continue to work together to provide services in Arizona.

Three Prescribed Fires Coming
Three prescribed fire projects will be conducted through the end of 2007 on the Globe Ranger District, Tonto National Forest. The projects target approx. 4,000 acres around Windmill Gap, Signal and Pinal peaks, & in Timber Camp/Carol Spring Mountain.
The Gap prescribed fire, located in & around the Pipeline OHV area, will treat approx. 3,200 acres of manzanita & shrub oak vegetation. The Pinal Mountain fuelbreak will treat approx. 200 acres of mixed conifer vegetation on Signal & Pinal peaks. The Timber Camp/Carol Spring prescribed fire will treat approx. 600 acres of pinyon-juniper mixed with ponderosa pine vegetation.
Years of planning & preparation have been completed for all 3 projects. Fire managers have completed extensive work designing a plan that will safely treat the overgrown vegetation in these areas. Planned burning dates will depend on weather conditions & having personnel available to safely conduct the burns.
Area residents & visitors can expect to see smoke from these prescribed fires, which at times could become moderately heavy. If the smoke becomes a public nuisance, measures will be taken to reduce smoke volume.
For more info, please visit: gacc.nifc.gov/swcc/index.htm.

From the Pinal County Supervisors
On Aug. 29th, a storm in Florence & Coolidge damaged critical infrastructure that provides power & telecommunications support to our region. Another storm on Sept. 3rd blacked out a wide area of Casa Grande. The response from Coolidge, Florence & Casa Grande emergency personnel, Co. staff & Sheriff’s Office was outstanding. More heartwarming to each of us is the compassion, cooperation & patience demonstrated by the thousands of affected residents.
Monsoon storms are nothing new to Pinal Co. The fact that they come on some of the hottest days can turn an ordinary storm into a serious emergency. Cooling centers were set up, supplied with backup power & staffed to shelter residents during the sweltering heat.
Red Cross & other volunteer agencies left their families to tend to the needs of people in the emergency shelters. Behind the scenes, local law enforcement & fire personnel increased patrols to ensure that the affected areas remained safe.
Because the Coolidge storm took out more than 10 poles rigged with lines from APS & Electrical District 2, recovery was going to take more time. Pinal Co. Health & Human Services team members identified 120 clients in the area & mobilized staff to assist with their health & safety needs.
After large scale emergencies like Hurricane Katrina and the Sept. 11th, terror attacks, state & local governments recognized the need for integrated emergency response planning. Since then, our planning and coordination with cities, towns, first responders & relief agencies continues to be tested, drilled & reviewed.
Pinal Co. Development Services hosted an After-Action review for County departments & electrical utilities involved in these events. They'll continue to implement steps to provide safe, effective response to any emergency that may affect county residents.
There are important steps that you should also take to ensure your family’s safety in an emergency. Residential Emergency Preparedness was the topic of Pinal County’s 2006 Town Hall. Now's a good time to look at ready.gov or co.pinal.az.us/PCTH/annrept.html to establish your own emergency plan. Here are a few simple things you can do:
* Have enough food and water to last 72 hours. This means things that can be grilled, eaten or prepared without electric power. Don’t forget to include the needs of your pets or companion animals.
* Have 72-hour supply of important medications, along with formula & diapers if there are infants at home as well as personal hygiene items.
* Have a first aid kit, a flashlight & fresh spare batteries.
* Have access to a cellular telephone or at least one corded telephone. If your household power is out, wireless house phones will not work.
* Use a battery-operated AM or AM/FM radio & tune to news radio stations for updates.
* Have warm blankets or sleeping bags in case your heat goes out in winter.
* Have money for emergency shelter or hotel stays, if necessary.
This is only a partial list. Please visit ready.gov to see what other steps you should take. There are special sections for business owners/managers & helpful tips for older citizens or people with special needs.
Thank you again for your coordination, cooperation & for being such great examples of the spirit of Pinal Co.
